Zhang Xiaoming appointed as deputy secretary-general of CPPCC

Zhang Xiaoming, the No 2 official in Beijing's Hong Kong and Macau Affairs Office, has been transferred to the nation's political advisory body as deputy secretary-general, according to Chinese state broadcaster CCTV.

The 13th National Committee of the Chinese People's Political Consultative Conference (CPPCC) closed its 23th standing committee session on Wednesday in Beijing.

Zhang, 58, the executive deputy director of the State Council's Hong Kong and Macau Affairs Office, has been appointed as the deputy secretary-general of the CPPCC in the meeting.

He will retain the same rank as both positions are at the ministerial level and he will now be tasked with coordinating and presenting a "united front" against different issues in China.

Zhang, born in Jiangsu province in 1963, has been responsible for Hong Kong and Macau affairs for around 36 years after graduating from the Renmin University of China law school in 1986.

He was assigned to the Hong Kong and Macau Affairs Office after his graduation and started taking up the reins of the Liaison Office in Hong Kong in 2012.

Zhang was then promoted to director of the Hong Kong and Macau Affairs Office in 2017, but was demoted in 2020 - following the widespread anti-government protests and Covid outbreaks - to deputy director. His post was taken up by incumbent director Xia Baolong.
