The two youngest of the 12 Hong Kong activists detained in mainland China over an illegal border crossing will not be charged, a district prosecutor in the city of Shenzhen said on Wednesday.
The prosecutor said it made the decision after the two minors “willingly admit to their guilt and accept punishment”.
