Two teens' brick-death murder charges replaced by manslaughter

Two teens will face a lesser charge of manslaughter instead of murder over the death of an elderly cleaner, who died when hit by a brick in Sheung Shui in 2019.

Chan Yin-ting, 18, and Kelvin Lau Tsz-lung, 19, were initially alleged to have murdered Luo Chang-qing, a 70-year-old cleaner, outside North District Town Hall in Sheung Shui on November 13.

They were also charged with rioting and wounding with intent for allegedly injuring a 61-year-old man at the same location.

The prosecution completed collecting evidence last week.

Judge Esther Toh Lye-ping told a jury of five men and two women on Monday that there was insufficient evidence to establish the essential ingredients of the offence of murder, so a lesser offence of unlawful act manslaughter shall replace the murder charge.

The case will be continued on Tuesday at 10am, pending the prosecution's amendment of the charge sheet.
