Caritas development project for grassroots organizations said over half of the students often read and do their homework in an environment without enough lighting.
The organization surveyed between May 2020 and March this year, interviewing 300 parents who lived in subdivided flats. 48 percent of the parents said it was difficult to keep the room bright.
Around 24 percent of the families said they rarely or chose not to turn on the lights to lower the electric bills.
Parents were worried that their children's eyesight might be damaged in the long run.
The NGO suggested that the government should allocate more resources to social welfare organizations. They also urge schools, churches, and companies to lend their places for students to revise in a bright environment.
