Johnny Chan and Anna Lai appointed as High Court judges

District Court judge Johnny Chan Jong-herng, who on Tuesday received an alleged threatening letter containing meat-like substance, has been appointed as High Court judge at the Court of First Instance.

Senior counsel Anna Lai Yuen-kee, who is currently a deputy judge at the High Court’s Court of First Instance (CFI) will also be upgraded to a CFI judge.

The Judiciary on Thursday announced their appointments, which will take effect from Friday.

Chan, 57, graduated from the University of Hong Kong in 1988 and was called to the Bar the same year.

He was in private practice between 1989 and 2002, after which he was appointed as a permanent magistrate and promoted as District Judge in 2012.

Lai, 63, graduated from the University of Hong Kong in 1991 and was called to the Bar the same year. She was appointed senior counsel in 2016.

She joined the Department of Justice -- formerly known as the Legal Department -- in 1992 and was principal government counsel when she retired from the department in 2019.

She has since been in private practice. In 2020 and 2021, she was appointed as deputy judge of the High Court’s CFI for periods.
