John Lee eyes completing legislation of Article 23

Completing the legislative work of Basic Law's Article 23 is the SAR's constitutional responsibility, said incoming Chief Executive John Lee Ka-chiu.

In an interview with People's Daily, Lee said his new cabinet will focus on protecting China's sovereignty, national security and benefits apart from the SAR's economic development and improving livelihood.

The new leader continued that the city will not prosper if national security is not safeguarded, and stressed though the national security law has put certain risks under control, completing legislative work of Article 23 remains the government's constitutional responsibility.

Lee pointed out that unity and complete sovereignty are premises for the “one country, two systems” principle and added that making Hong Kong a better place and maintaining prosperity and stability would be the successful practice of the principle.

Lee also believed both Hong Kong and mainland need to develop innovative technology and expected the city to launch more pilot innovation projects in the future based on the current cooperation foundation.

Hong Kong must speed up work in the field and cannot afford to wait any longer, Lee said.
