Former Secretary for Food and Health Ko Wing-man has been identified as the most popular government official since 2002, according to a study conducted by the Hong Kong Public Opinion Research Institute (HKPORI).
The retrospective study is part of HKPORI’s “One Country Two Systems 25-year Mid-term Review”, which compiled data on citizens’ appraisal of Hong Kong government officials since 2002.
Survey data shows that Ko Wing-man, who served as health chief from 2012 to 2017, was the most popular official at 73 percentage points.
Following Ko are former chief executive Donald Tsang Yam-kuen and former Secretary for Security Ambrose Lee Siu-kwong, both at 60 percentage points.
At the end of the list is the current Secretary for Justice Teresa Cheng Yeuk-wah, who scored the lowest popularity since 2002 at negative 43 percentage points.
In second and third to last are former chief executives Tung Chee-hwa and Leung Chun-ying who scored negative 37 percentage points and negative 33 percentage points respectively.
Of the ten all-time least popular officials, four are currently serving in the Hong Kong government. This includes outgoing chief executive Carrie Lam Cheng Yuet-ngor and Secretary of Education Kevin Yeung Yun-hung, with Paul Chan Mo-po taking up two positions as current Financial Secretary and former Secretary for Development.
