Beijing's top official Xia Baolong outlines basic standards for 'patriots ruling Hong Kong'

Beijing's senior-most official overseeing Hong Kong affairs has laid down the standards expected of patriots who should rule Hong Kong.

Xia Baolong, the State Council's director of the Hong Kong and Macao Affairs Office, said in a Beijing forum today, Hong Kong should improve the “One Country Two Systems” by reforming the electoral system based on the principle of “patriots ruling Hong Kong.''

He laid out basic standards for what constitutes a patriot.

He made the comments at a panel discussion, state media reported.

Xia set out standards for patriots who rule Hong Kong:

- do not engage in activities endangering national security and sovereignty

- do not attack the central government in a hysterical manner or advocate “HK independence”

- do not beg for foreign sanctions against Hong Kong

- love China

Xia, the former Zhejiang Communist Party chief became the head of HKMAO, replacing Zhang Xiaoming, in February last year.
