The government is now preparing the legislation of article 23 of the Basic Law, and the law must be able to tackle the most extreme situation, said chief secretary for administration John Lee Ka-chiu.
Speaking to mainland media, Lee said the national security law and electoral changes are an effective combo, and the city has returned to order from chaos.
However, the law of the city is far from being able to safeguard national security, Lee said.
Lee referred to the attack that took place in Causeway Bay on July 1, where a man stabbed a cop and killed himself, and the recent bombing case related to the pro-independence group Returning Valiant.
Those who act against the national security law or article 23 of the Basic Law, which is an item included in the “Negative List”, will not be considered as sincerely upholding Basic Law and pledging allegiance to government, Lee said.
